We know that most food packaging uses zipper seals, so why do many bread bags still use twist ties? Is it just about cost?

Some breads, like baguettes or artisanal loaves, need to "breathe." Complete sealing can cause the crust to soften and lose its crispness. Twist ties allow for minimal air exchange, which can actually be beneficial in these cases.
